He is the former Chief Counsel and Staff Director of the US Senate Antitrust & Monopoly Subcommittee and a former member of the US delegations to the UN Human Right Commission and to the World Human Rights Conference. He has consulted with numerous former Soviet bloc countries on constitutional and human rights reform.
